The money paid to Iran by the Obama administration was part of a settlement for claims related to frozen assets from a failed arms deal prior to the 1979 Iranian Revolution. This payment included $1.7 billion, which was owed to Iran and was not considered new funds but rather a resolution of past financial disputes.
