If they view it in their long term interest to spend half a million on a years worth of relay nodes I can imagine they would do so. If miners are just looking to make sure their transactions are relayed they can run pruned nodes from cheap vps providers. Such a node is just as valuable and has as much weight as the average pleb node that barely pushes any value around the network.
