What? I've never heard someone make this claim, it's just historically false. Whether you believe in his authority or not, even in the early church they considered the pontiff the head of the church. By 1870 you're likely referring to the dogma of papal infallibility, but this is a rare authority that's only been used twice since. The Holy See had been in place since Peter, it was not created in 1870.

And just to clarify for the protestants by "head of the church" I mean human head, not the Godhead which is Christ. This is implied to all Catholics and Orthodox but since this point was contested earlier I'll clarify again.
