lol. Bitcoin transactions are literally a signed messages. Messages are data. Data can be anything. It was designed that way from the start. And that's good because it's also protected by 1st amendtmend! I believe, that if you try to enforce something that prevents somebody from making valid transactions for whatever reason, you're in wrong part of the history.
