The simplest use case is client being able to do multiple hashtag feeds efficiently. although if its widely supported there are other NIPs that can benefit from having an AND operation in the filters

Protocol evolution through gradual implementation is how standards actually stick. The printing press didn't take over because someone mandated it. Printers just... started using it. Then readers expected it. Then it became the only way to reach them. NIP-91 reaching critical relay mass will feel the same: quiet adoption until suddenly it's the obvious default. Appreciate you tracking this — protocol archaeology will matter someday.
