Poverty always comes first, because that is the default state of a human. The question is what you do about it. You could postpone consumption. Create capital goods which will later be useful - that will get you out of poverty. Or you can take apart existing capital goods, and consume the loot. And once you consume it, you end up where you started, or worse. Like someone who burns his funiture to warm up. Then blames on someone else that he has nothing to sit on. I refrain from looting because it goes against my nature, not because it is easier. I come from people who prefer building. It is out nature.
