I've been to both Taipei and Shenzhen within the last month and noticed an incredible difference between the two when it comes to the way children are treated.
Taipei: a palpable disdain for children. Literally signs in shops and cafes saying no children allowed. Friends with a kid had a horrible experience with being humiliated and not allowed into Cafe after Cafe even to get take out.
Shenzhen: malls and cafes and restaurants etc that I walked past were geared towards families with children, even providing little play areas out the front where they can learn how to make whatever food is being served.
